Mr. Hopkins has extensive experience in all aspects of construction related matters, including bid protests, claim preparation and negotiation, bond and lien claims, surety law, contract drafting and negotiations at every tier, and construction litigation. His clients include owners, general contractors, sureties and subcontractors, for many of whom Mr. Hopkins acts as outside general counsel and provides ongoing advice and representation. A portion of Mr. Hopkins’ practice is also devoted to real estate transactions, environmental and land use issues and commercial litigation.
Representative Matters
Appointed as Special Assistant Attorney General to advise the Washington State Department of Transportation in connection with issues and litigation arising from a major procurement of new ferries for the Washington State Ferry System.

Represents nationwide construction surety in connection with all issues arising from surety bonds on public and private projects, including performance and payment bond claims and indemnity actions.

Represented large crane lessor in multi-party litigation arising from major crane accident on the Boeing Paint Hangar Project in Everett, Washington. Mr. Hopkins acted as lead trial counsel for the crane lessor and obtained a nearly $1 million jury verdict and judgment for his client after a month long trial.

Represented nationwide surety in pursuit of claims assigned by principal for differing site conditions on a major Alaskan harbor project. Successfully litigated such claims in the United States Court of Federal Claims obtaining a favorable summary judgment ruling and multi-million dollar settlement.

Represented general contractor in litigation with owner, subcontractors and design professionals before the Los Angeles Superior Court resulting from the general contractor’s wrongful default termination from a $27 million contract for construction of a luxury resort hotel in Southern California. Mr. Hopkins ultimately obtained an arbitration award in excess of $3.7 million for the general contractor after a month long arbitration.
